   I would go with adwords, put your ad on google offering people to follow you, and give reason why they shoal do it.

   Promote your twitter feed on your own site, on your email signature and on real world signs. I see small signs taped to power poles promoting city councillersk, gyms etc and they often promote their facebook and twitter identities.
