I think I have a firm grasp on HTML. I'm completely out of date when it comes to CSS. If you look at the image above all I'd like to do is write some coding for a table. My original intention was to slice it into 9 pieces for the outline and add the background texture in the middle. My difficulty is that if I want to resize the border and keep the linear effect I have to manually go in and adjust the layers. That said, the above image without the background totals 54 layers. I used Fireworks CS4 to create it thinking that the vectors would resize if I dragged a corner, however its a proportional drag and if there is an option to change that I cannot find it. Any suggestions for writing or redoing this so that I can change the dimensions with minimal hands on time?
