You need to learn the difference between pages and posts. Then you need to find a template that supports both pages and posts... categories are created by you as you create content and the way they are displayed depends on the template you use. For Pages... they become tabs that can be reorganized. Posts can be assigned to the Categories you create. Some templates bypass pages all together.
