once adsense looks at your site and says " yes i will approve this site" couldn't someone just break the TOS and google would never know unless someone took the time to report it? Or does google check the site on a regular basis to make sure the TOS are being followed, just wondering how they keep tabs on things like that

also people reccomend to start blogs about keywords, apparently this causes a large rush of traffic, which blogging website is commonly used?

They will check your site again shortly before you reach your first payment threshold. This is often when people get banned. They will also check your site at other times, if it's been flagged up for some reason.

Also other publishers and especially advertisers will report you if you are seen breaking the TOS.
