Did you mean make some type of ecurrency? or just make money on the internet? the ecurrency part I don't think you would be able to do, but as far as making money, if you have a paypal account you can make money online. There are a million ways.
You would need to ask your parents to use their bank account first. If you got passed this stage, how about doing something you have an interested in? You in to games? Start a forum about one and throw on some ads with adsense or something. It's really hard to start off without money if you new to this type of stuff, but if you enjoy doing what you doing, why not? Just takes time.
Before making a blog it is useful to know what the blog is about. When you have sorted this out you can write a number of articles. Pick a domain name, post the Articles on your site.
