You need to verify your account whether personal, premium of business if you want to build credibility with your clients.

Upgrade to a business or premium accounts allows you lift transaction limits and accept unlimited payments via credit card.

You simply need to click on the upgrade link and provide a valid credit/debit card, accept a one-time $1.95 fee that will later be refunded, and add a bank account for withdrawals.

You will only be required for documents if you have signed for a US account but you are tracked as someone getting into Paypal from somewhere else.

The documents you require to verify your premier account ie credit card and later photo ID and utility bills would be the same if you are using a personal account.

In all cases, it is best to get your account verified before you start accepting payments. This way you gain the trust of Paypal and your customers and would inevitably raise your limits.
