When I start to make a new website, I visit lot of website to get a design idea. Suppose I like a website and I make a website something similar design from scratch (I mean my own graphics and coding), is there any copyright problem for this?

Possibly. Just because you use your own "tools" doesn't mean much. For instance, you couldn't draw Mickey Mouse on your own and use it.

Another example would be you copying a logo, even though it's with your own tools and from "scratch." (see Goto.com v. Disney)

Also, not everything on any website is under copyright to begin with.
