    IMHO I Would have to say know someone in either the Government or education online field. But what do you want backlinks from them for?

    search the expired domains with the existing gov links and build your domain on there or redirect/forward it to the existing one.

    I think the whole .edu and .gov obsession is a waste of time. It wasn't the domain extension that gave these links value. It was the fact that these websites had been around for a long time and they naturally attract incoming links. Think of how many people would link to their college's website, whether it is an online resume, a personal website, a social networking website or even a college sponsored event.

    Focus more on getting links from quality websites with high rankings. They don't need to be .edu or .gov. Those links are often the toughest to get.

    If you do want .edu or .gov links anyway, try to find a college that either has a forum or one that allows students to create their own website on that domain.

    The easiest way is if you volunteer to design a website for a school in exchange for putting a designer's link at the bottom ;)
