It's not possible i think. Google needs 2 weeks i think to crawl any links build up. So, how can it get so fast a PR 4?

 

That's possible if the website are gaining enough backlink or say PR juice within 10 days and the google update the PR at that time. However, it can also be drop domain or fake PR too

 

Dropped Domain or its just faking its pr. Either one of the those will be the answer mate.
