hi. not sure what you mean by 'vcc'. yes you need a bank account(in uk). +after you reach $7k they will ask you to send address bills,etc. or they will freeze your account and balance on it. paypal is evil, but have no other way to make micropayments.
You would need to add both Credit card / Virtual Credit Card & bank account in order to verify UK PayPal account. Same applies to US, AUS & CAD PayPal accounts.

surf4fun, If you are form UK, why not you go to local bank of your city to open a bank account and also register credit card of the bank?
Things you need to do this as quickly as possible: UK Bank Account CC/VCC Internet Statements or quick Expuse Generation Basically Paypal requires that you verify a bank account to lift the 1st limit on new accounts. Once you have verified a cc or vcc, then you are free to use the account with no limit restrictions. Please be advised though that at any time if Paypal observe what they consider suspicious activity with the transactions you carry out, they can and will suspend you account with all the funds therein. My advice is you dont have any of the required above is to open a bank account with Abbey. They only require you have a driver's license of provisional driver's license to open their basic account facility, which comes with internet banking. Nearly every other bank in the UK requires a passport to open a bank account, fortunately Abbey is an exception to the rule. You can purchase a VCC through most seller on here, but my advice is get 100% assurances that their VCC will work on the UK paypal site. I have verified a VCC bought through DP with a UK Paypal account, so I know it is possible. Anyway good luck and I hope it works out for you.
UK Bank account is impossible to open from anywhere but UK. And I doubt anyone can do it for you. Secondly - UK Papal will ask you for a UK bank in your own name etc etc.. and if you tried anyone elses bank account - with your name - you will lose any hope you may still have. I suggest, create a diffirent account with diffirent country - unless you are in UK which you seem not to be.
If he gets an account with Abbey National with UK Drivers Liscence (provisional or not) means Abbey will give him Solo or Switch atleast which is accepted by paypal UK anyway. But I doubt he can open account even with his Provisional or Full Drivers Lisence without being present personally at UK bank account unless he is on Electrol Roll and has a same address in UK for over 3 years which will be checked in various databse. I say if he gets that - It would be amazing to say the least.
There is no indication that the person is not currently in the UK or not a UK resident. Whilst the language of his intial comment may lend you to believe that he is based outside of the UK, there is no reason for you to believe that this person is not from the UK. Also clicking on this person's public profile does not shed any further light on the subject. I highly doubt you have done any IP tracking on this individual either and even that is not 100% conclusive. My answer was to his question was not based on assumptions. If someone asks me what I consider a way to verify a UK Paypal account then I will give them my most succinct answer. If they had said,"OH and by the way, I live under a small rock in the Congo" you can be guaranteed my answer would have been somewhat different. I'm from England so I am fully aware of the stipulations of opening bank accounts and being present. But great post anyway, made me laugh.
only VCC verification doesnt allow to send and recieve money with UK paypal?? i mean say the person dont add any bank account.. just credit debit card..
Of course you can apply for a UK bank account without being UK citizen or UK resident. You signed up for a UK account with citibank yourself but said you won´t fullfill it. It is 100% possible to get UK account as non-resident. I will post instruction again or people can search for "alien" you will find my instruction there. I got an account this way myself and I am German and don´t have to do anything with UK
