This depends on how you get your list. If you scraped it then it's difficult to get those emails in Inbox. What you need? SMTP server, a software to send emails and some nice templates.

The first thing you need to do is make sure you have permission to contact each person in your email list. If they didn't explicitly give it to you then you don't have it and you'll be flagged as spam. I suggest that you read the first few chapters of Seth Godin's book Permission Marketing. He'll give you tons of ways you can use your list but it sounds like you're going to need to start over with the email collection process. You need to have a software like interspire email marketer to email them from your server. You will also need SMTP to send mails out and each hosting has a different policy regarding this. Email marketing is complicated and no one is going to show you how to do it, you have to find out for yourself I had to do it the hard way as well
You need to figure out how you got your list from what topic, Your list will not want emails from a topic that they did not subscribe for.
