Joomla has 14000 files which will take a long time to upload

my questions is that, can you upload .rar file to the server and then extract it there ?

You can. You can also directly download the zip file from Joomla.org and then unzip it in your server.

which host are you using? Most hosts with fantastico allow joomla installation in a couple of seconds.

    yes, you can.

why don't use Fantastico ? just some clicks and fill in the detail, and you're ready to go.

If you have SEO in mind, I have seen Fantastico make a problem for SEO. It is convenient, though.

Most web servers would let you do that, But for me i prefer to upload the files by ftp so i can check them and make sure everything is uploaded.

You can also use the cpanel file manager. Upload the tar or zip file of Joomla then use the File manager to unzip the file.
