No, I am also totally against to use link exchange and paid links for upgrading site positioning. To get recovery after Google Penguin updates, you should have to avoid hidden text or hidden links. Never use cloaking or sneaky redirects for website because they are penalized by Google. Don’t create multiple pages, sub domains or domains with noticeably duplicate content.

It is very tough to get noticed by Google after it's penalized. So you have to work very hard on your site's seo status and make it noticeable for that you will need high quality links.
