Yep getting a higher PR depends on getting links from sites with a higher PR than your own, but DO NOT BUY THEM. Google is getting much better at spotting sites that sell links and it will negatively effect your own rankings

i think pr mean ho much popular your web site on web so to become more popular and famous and getting higher pr you must have quality backlinks more and more backlinks on quality web site with quality visitors as welll.

 

I guess that one PR5 back-link equal ~10 PR4 back-links or ~100 PR3 back-links ... or something like this.
So I believe that with enough PR4 back-links you can get PR5.

I think you should get dofollow backlinks from higher PR sites and fresh, original contents would help in your PR, too.
