    Your registrar and the receiving party at the very least. If you are selling the domain, you need to initiate the transfer. If you're buying, the owner needs to initiate the transfer.

    are u transfering it from same registrar to same registrar or to a diffrent one

    I believe that every hosting package has domain transfer option. Domain Transfer means transferring your domain name from one hosting package to another.

    Login to your domain control panel and click on transfer domain then click help.
