how to tell the difference between Google/serps dance vs Google penalty

Hey all. Over the last week one of my websites have been bouncing around the search engine ranks. ONe day its on page #1, the next it isnt anywhere to be found (not in the first 100). Another day passes and I find it on page 2...moves back to page 1....and then, poof ...it has dissappeared again.

    So is this serps dance?
Was I somehow penalized by Google?

Is there a way to find out if Google penalized me and what for?

This happens to me a lot, especially with weak keywords for which I have done little promotion. Some keywords for my websites which rank high in Google naturally (little promotion) get tossed around a lot. My guess is that other people are struggling to get high rankings as well. Keywords for which I have spent hundreds of dollars in backlinks, hold a tougher ground.
However, this is not always true, I've had keywords hold their ground for many months and start dancing the lambada, and then stop again. So I'm back to my previous assumption that it has to be due to competitor link building.

I can understand a competitor spending cash for links and moving up. But, were that the case, I would expect one or two drops in the ranks ..not a complete loss without a trace of my site.

Is there any way for you to tell if you get a penalty? Does Google send you a message on webmaster tools? do they contact you at all? Is there A way to check your site's penalty status?

    Thanks all

I dunno. I really fear that I was penalized. The worst part is that I dont know what I did wrong. Heck You know its bad when you search for your keyword (that you were on the front pages for), you go back through the google reach results...back...back....back....page 10 where sites totally irrelavent are starting to be listed and your site is still nowhere to be found
