I have already tried to contact the webmaster of that site but they did not responded or removed my article or not ready to mention my website in that article.

How can i tell google that that is my article and not theirs'

This should be in the legal section ... there's plenty of advice there on what to do. If the site owner won't respond, their hosting company probably will.

It's simple .... and this has been answered here a hundred times before. You file a DMCA with their host. You can also file one with google or any other major search engine. Just search for "DMCA template" and follow the directions.

You do realise that by linking to them here you are helping them to rank above you for your own article???

You just gave them a free backlink from a high PR site.

    Oops, so did I.

    Oops, no I didn't, its a nofollow.

Contacting the web host is probably the fastest way to a resolution.

Google - Does what they want and when they won't they don't care what you think. I would suggest what MGS said, send them a DMCA Take Down notice, It works sometimes.
