This sounds like a good tactic. I did something similar to get related links. I created a page in my site that was somewhat related and emailed webmasters on pages 3 to 10 for my keywords and related keywords. I exchanged links via the new page in exchange for one on a pre-existing page on their site trying to get one from their homepage. I received around 7 related links this way.
