SEO doesn't know the word "quickly". Also quickly=bad if you want.
And about main question, you should find some encyclopedias about seo AND PRACTISE MORE. Really, you can know theory well, but on practice you will fail.
Because every day algorithms of Search engines are changing, so you should just "feel google and breath with it in one time"

1.Do a good keyword research on your niche. Recommend Google Keyword tool..Free and gets me all i need
2.When setting up a website you would want your domain name to be quite similar to your target keyword. e.g. for weight loss - loseweight.com and not something like makemoney.com (okay i know im exaggerating but you get the point)
3.Make sure you do and On Page and Off Page Optimization. On Page would be something like meta tags, H1, H2 tags, permalink structure and the main one will be always have good content and dont over stuff it with you keywords.
And Off Page would be Link Building, Social Media Marketing, Viral Marketing etc

You could do a lot worse than simply reading reading the sticky in this forum entitled 'All you need to know about SEO'. You wont get results instantly so take a longer term view of your project and invest the time and effort to develop a good foundation.Hope that helps.

You have to read SEO articles ,books ,try some techniques and this usually cant be done in short time period .

 

If you have your new site, better to start in keyword research first so that you will know what keywords are you going to promote (link building). Also before doing an off page optimization or Liink building better to read some seo article first to give you idea on where to start. Search for seo terminologies and what are the methods in link building.
