There are short courses you may want to enroll in just check udemy you will find good resources there. Or, if the budget is limited why not learn it from youtube first then decide which tool you will want to use that will fit your skills.

First of all, you have a very beautiful avatar :) Now, about web developing... Nowadays is not enough to know just HTML and CSS but you still have to start with those right? :) I would highly recommend you a high quality website called FreeCodeCamp. You will learn full stack development there and you will build your programming career on the way, since they are persistent with steps like making your own Git account, porftolio project, linkedIn linking etc. I would also suggest you that after you complete tribute page and portfolio project you try with IDE such as Sublime Text 3. It will make your life way more easier. I wish you a good luck and feel free to add me on skype for further assistance :) My skype is:"daxdax89".
    Good luck!

Yeah - she IS cute. Her name is Becca, she's English, and definitely not the person writing the OP here...

Why do people bother using fake pics? Do people actually fall for it, trying to help the beautiful young girl? If so, humanity is in general more stupid than I thought.

Codecademy is a great way to get started. It'll give you good exposure and practice with the basics. You won't be a master by the time you complete the Codecademy Pro lessons, but you will have a decent foundation and you will know if you like web development and if it's something you can see yourself doing everyday as a full-time job.

    this is what i did,

    1. select simple web site.

    2. create that site just like same with photoshop. (you can copy images with that site)
    3. that convert it into html. Just like same. Sizes, colors, padding margins and everything.

if you can create the same site, and you can create small web site yourself. If you need to study. you can see sites such as w3c schools.

Designing a website is about understanding what you're aiming to achieve and how you can help a business or company website through design, in fact it all depends on your creativity what you think about your website like how it appears to users, attracts users and also information which you want to provide.
While getting started is simple; however for building a good website, there are a lot of skills you’ll have to learn and color theory is one of them. You’ll need to know how human beings interact with websites, and why they do it the way they do. You’ll need to learn the basic coding languages, namely HTML and CSS. Then, you need to know some basic programming in JavaScript and figure out how to use it to manipulate parts of your website. Then there are content management systems, search engine optimization and marketing. Understanding target audience of the business and designing a website that connects a business or company to its potential clients are the crucial factors to be kept in mind.
