How do I do the RSS feed submission? Also, assume I have a blog for a website, then, how do I generate a RSS so that others can subscribe to my RSS feeds?

Any advice on the same is appreciated. Thanks!

1) As soon as the pages are live and you know what keyword phrase(s) each page is targeting.
2) Best off page strategy to start with is to optimize your internal interlinking strategy on your site... global navigation, footer or blog category links, contextual linking, etc. and making sure the link text you use on YOUR site to link to other pages on YOUR site target the appropriate keywords (typically the keyword phrase(s) from the <title> of the page being linked to or slight variations). Once you have off-page/on-site optimization done, then move on to off-page/off-site optimization.
3) Depends on the niche, how much money you have to spend, how many people you have who can work on it, what kinds of connections you have in your industry, etc. It's different for every site.
4) On-page optimization IMO begins w/ keyword analysis. Don't bother targeting competitive terms with high search query volumes if you are a new site and don't have ways of building links from high PR, highly trusted, highly authoritative, and/or highly relevant sites. You're never going to rank well for these anytime in the foreseeable future.

Do your research and pick phrases that have low to moderate search query volume but are NOT competitive. These are easy to rank for with few or no external backlinks. Ranking in the top 5 for a phrase that has 200 searches per month is 1,000,0000,0000 times better than ranking on page 5 for a phrase that has 200,000 searches per month. You'll at least get some traffic for the first. You'll get zero traffic from the latter. Once you pick your targeted keyword phrase, EVERYTHING on-page and offpage should reinforce that phrase (or slight variations of it).

Once you've found the keyword phrase to target, optimize your title tag... err... element by setting it to that exact phrase. Don't put your site name in your <title>... don't put the category name in the <title> if it's a blog or ecommerce site... Put ONLY the phrase you want that particular page to rank for in the <title>. People who put their site name and category in the <title> of the page are screwing themselves and making it harder for that page to rank for the targeted keyword phrase. Google is looking at keyword density in the <title> as well as position within the <title>. Keywords and phrases near the beginning of the <title> are seen as more important. And adding that crap in dilutes the density of the important keywords within the <title>. And unless you're a household brand, having your site name in the <title> is NOT going to increase click-thru-rates when it's shown in the SERPs.

I will name my page typically with the targeted keyword phrase from the <title> with hyphens (NOT underscores) as word separators. So if "my keyword phrase" is my targeted keyword phrase from the <title> then my page name will generally be my-keyword-phrase or some slight variation.

In your <h1> try to use the targeted keyword phrase (or a slight variation), preferably at the beginning of the <h1>, but it's ok at add a few extra words to make the <h1> catchy or interesting. Try to use slight variations of the targeted phrase in your <h2>s if you can...

Try to use the targeted phrase (and slight variations) in the content of the page but do NOT make it spammy. It should read as if you were explaining the topic of the page to a friend, neighbor, coworker. It should sound natural.

Optimize the meta description by including all of the keywords from the <title> in the meta description with a call to action. Though the meta description doesn't affect your Google rankings, if your page is optimized correctly then including all keywords from the <title> in the meta description "should" maximize the number of times that your meta description gets shown as the Google search snippet. If you have a well-written meta description with a call to action, it can drastically increase click-thru-rates in the SERPs when shown as the snippet.

Meta keywords... hmmm... no value at Google... very little value elsewhere. But I always include 5-10 keywords/keyword phrases that are used on the page and are in the <title> or variations of keywords/keyword phrases from the <title>.

That's probaby 90+% of on-page SEO.

Personally, I don't consider things you do on other pages on your site to make page X rank as on-page. To me, on-page means exactly that... What things can I change on page X to make page X rank for its targeted keyword phrase.

So I split off-page SEO into off-page but on-site AND off-page and off-site. You have control over the first always (off-page but on-site)... but not always the latter (off-page and off-site).
