Only need a dedicated host if you plan to host the videos yourself. A lot of the best video sites out there simply show videos already hosted by youtube and google etc and then allow people to refer to these vids and embed them within the site, so youtube continues to host and you simply view within your site. Add to that a bit of a comments section and a few video niches and you got yourself a site! Good luck
People at hostgator.com will give you all the necessary requirements which you need for such a site.. But you need to buy a dedicated server first from them...
I now using HostUpon FFMPEG since June and don't encounter any problem. The down side of it is the support respond is too slow.
Yeah. Be sure to get a dedicated server. Also, setup a private server for testing your own scripts first, during the development process.

I would build niche video sites and link them all together somehow. Maybe smaller lazer targeted ones to get easy traffic and then try to link to other video sites of your own with similar topics or interests. Oh and did you ever hear that YouTube doesnt make any money?
