How to start a upload/download site?

Well not exactly like an upload/download site. But something along the lines of actually getting upload content for other people to download.
Right now I'm on GoDaddy's Deluxe Hosting Plan Linux. The problem is I got no clue how to set up a download section.
    For example
How do I create download link like this
    download.php?series=weekly&file=12345
GoDaddy Limit say's its 8mb from file manager.
But when I use GoDaddy's FTP Client(web based), I can upload Large Files.
The problem is Sometimes it times out, Connection to server reset, or Page not found.
The same problem occurs on my forum attachments. When I try to upload a file over 100MB it gets Connection Reset to Server. But when I upload 50MB file, it attaches, b/c of this I needed to split my file into 4 rar parts. Very annoying and time consuming.

So from a newbie asking you guys.
How the heck do I get started with creating a proper download section? :(

Information you might want to know -
I'm using Joomla and Simple Machine Forums.

    hi hobodude666...

Joomla has quite a few extensions that are probably capable of doing what you want.

Have you contacted you host they may have some kind of limits, File size, whatever.. I dont really know anything about GoDaddy.. I would find it pretty strange though with all the bandwidth ect you seen to have.. That would still be my first port of call..

    FTP client use different protocol.

You should have your private php.ini for GoDaddy hosting plan.
You may try to config the php.ini.

Alright since Godaddy, limits my ftp user accounts to 5. How do I edit my php.ini to allow Visitors to my site to just download content. I don't want to have you guys teach my step by step cause i know how frustrating and stupid that may be. But if you guys can redirect me to a site with php.ini configuration 101 for newbies or some php tutorial thats not pirated or pricey, That would be awesome.

    TY in Advance
