How to start a Portal

    I have a project of a portal and I will like to know how to start.
    Should I start with not cost (for me) service, like chats, forums, etc.?

    Or I should start in a "agresive mode"?

    well, I think you need something that will attract visitors and it must be different from the rest and free. free Forums, news, journals, photopost, and chat requires unique ideas (why should I sign up to use your site when others offer the same?).
