Get some friends to sign up and ask them to refer people. Post links on other forums (that allow self promotion). That should help.
I try to do self promotion but to get some friend on my forum that's not easy they are all likke give me mod power or i don't come or they say this forum will crash so i will not help you

If the niche market is saturated, you hardly have a chance. If you DO continue in a saturated market you have to try EXTRA hard.
well this really depends as posters also get rewards from posting movies to download or further links.... if thats the kind of forum. We all know of megavideo and megaupload each download/video view Gets u a point, so many points = a prize. Other wise get someone who is generally intrested in the topic youre forums is based on they will always post... or pay per post.
I think you have to incentivize new signups when just starting a forum or your traffic might never take off. It's very difficult to attract quality posterers, especially in the begninning. The key is to not only offer posters a place to discuss but present an opportunity to advertiser, display their website, develope backlinks, relationships, adsense revenue, and more. You have to really sell your forum... Take care & Good luck!
