Can you run a htm file with a php file linked to it from localhost? Do you have to change the browsers in Tools/Internet options to run from localhost?

Yes that is if the htm file is on local too. If the htm file is online and the php on local with correct http pathway if you clicked a link to the php file you would receive a prompt window to sign into local, that is if your local host's session cookies have expired. Functionality between the two however is null, you need to ftp processed data from a local host php script to webserver.

No local host is http compliant, if your using firefox and have the correct local host http pathway for root you can hold on your mouse's left click button and drag the page to your bookmarks toolbar (like in the image shown) :D
