How to simply explain my complex fee structure?

    I run a web based auction sniper and recently changed the fee structure to:
    -10 cent minimum fee
    -1% of the first $100 the item sells for
    -0.5% of any remaining amount

    You are only charged a fee if you are the winning bidder. For example if you win an item for $5 the fee is 10 cents, win it for $10 the fee is 10 cents, win it for $25 the fee is 25 cents, win it for $200 the fee is $1.50.

    I also sell prepaid cards for my service, before my fee was simply 1% of the winning bid so I could say on a $10 card "Allows up to $1000 of purchases", but of course it's not so simple anymore, so how should I list it on the cards?

    Should it be something like:

    $20 Prepaid card
    "Enough for up to $2000 of purchases or one $3900 purchase"

    Is that good or should I write it differently?
