Ads are shown based on your sites content. You can't control whether or not they change. Ad prices are determined by what the advertiser bids and how your sites traffic converts for them. One site might get $1 a click and the same ad will only pay 5 cents on another site.

If you want to have higher paying ads on your site, write content related around new york lawyers, mesothelioma, car insurance, health insurance, debt, mortgages...ok so maybe mortgages is not the greatest niche right now with the state the economy is in. You get the point though I hope.

You just go to your account and then filter the ads which are paying less.
You type the address of the ads which are paying less and after 5-6 hours it will not appear.

Any website paying less you can filter but problem is that you will not have relevant ads.

Yes it's almost illegal. Ask google customer care for any doubt you have. After that take the step.

The ads you're seeing are related to your content, so change your content and you'll change your ads.
