How to setup a pay per lead / signup affiliate program

Hello everyone,

As stated i'm looking for a free solution to setup a pay per lead affiliate program.

I have a gravity form on my website and I want to make sure that when an affiliate refers someone who filled the form , he get paid a commission for that lead , the lead must be accepted manually by me before the commission is paid

Who wants to be an affiliate for some company using some cheap script. I would never send them traffic!
