There are lot of good hosting for you to choose. I prefer hostgator or dreamhost as your hosting. Isn't the Vbulletin come up with the manual?

Better find out budget hosting first, later or sooner you can upgrade your site forum accordingly, by doing so this will bring down your budget. Not really sure how much its will cost you. just my two cent :)

Can check hosting at dreamhost as low as $9.95 a month, not to mention dreamhost has their own wiki and blog. Good support too :)

do u have an vBulletin license ?
check out www.vbulletin.com for the 2 licenses available. You have suite and forum license, its up to you to decide which is best for you.

You can get the vB script installed by yourself or get it done paid via vB.com technical team (paid above $100) or get it installed by some one in this forum who might charge u more reasonably or some times the hosting support team tend to help newbies with installations free of cost.

Since, you are starting up forum, shared hosting would do for you. You can look at various options such as - hostgator, midphase, fatcow.
