Some sites are doubtful. Untrusted sites can easy be not allowed, but i think Widecircles meant 'doubtful' sites. I think many directory admins having doubts sometimes if submitted site is with honest intentions (a lot of ads with no decent content). Also is another option to set up follow for featured or with reciprocal links.
