Its just a set of pages that end up to a goal page. On the add goal page, enter the pages in proper order. It would work fine.
You can also add custom landing pages as goals. You may think that a page in your site is the best page but with goals setup, you will get the actual visitors statistics and act accordingly.

you can get ample of sources/tutorials/videos/blogs online which can give you a brief on 'goal setup'.
Even, if you had searched you would have got Google's self tutorial on setting upa goal in GA.

 

it's very easy - in your profile press Edit and add Goals there. Put target url (like: /thank-you.html) and select Match type. Enter Steps if needed. That's all! = )
