Paypal is the best way to send money to Philippines.
You could ask your friend to signup a free account on paypal takes only 2-3 minutes. Advice your friend to download a mobile app called "Paymaya" which is a virtual credit card that works just like an actual credit card exclusive only from Phillippines and Filipino mobile users.
Once your Filipino friend downloaded the app to his/her smart phone, he/she can then use it to verify the paypal account. He/she can load the Paymaya Virtual card around 100PHP only to 7eleven convenient store in the Philippines.

Your friend can then look for a Paypal encasher in the Philippines.

Or second option is Worldremit.com similar to western union but better and works worldwide, you can send through online their website.
