I am looking to sell advertising to big companies. Has anyone here just called them up and said "Hey, do you want to buy some ads?"

Who do you call? (What is the title of the correct person to call?)
Or should I go local? Do local franchises have an advertising budget?

My ads are offline, but I think it might be similar to selling online ads.

Most big companies have firms that handle their advertising. That's who you'd need to contact.

Do local franchises have their own advertising budgets?

It depends on the franchise. Some do. Some don't.
