how to remove margin/spacing between banners on header panel (ver. 3.6.4)

I have been searching the net, and cannot find the answer to this. I have a forum board using Vbulletin 3.6.4. I have supporting vendors, with their banners and links listed down the side of the page. On my index page the banners are right on top of each other. On the forum pages there's a space between them almost as wide as the banner itself. I'd like it to be like my index page, as the spaces make the list so long it hangs way down below the bottom of my forum. Any vendors listed down there would not get viewed normally.

I'm fine with paying someone to fix it, or paying someone to tell me how to fix it. There are no margin settings in the html code for the header panel that I can find. I've even copied/pasted the html from the index page to the forum page, but the spaces still exist. It's like the template overrides any changes, or I need a new template made.

Here is a link to my forum page, with the spacing. I can get the thin blue line out, but that's it. Cannot get the banners to drop down on top of each other.
