You need a landline to confirm your location. That's the idea of "confirming your location", billing phone # must be the landline listed on your billing address. I can provide you an AVS card, issued in your name/address ( United States only ). It will work for paypal but you still need to enter the PIN from paypal over the phone.
I cant remember if I added a phone number or not when setting up the account. Could I just sign up for a voip package like vonage and use one of there numbers?

Maybe not, just checked the Yahoo Voice page and they provide numbers for different areas. http://voice.yahoo.com/get_number.php I have checked the UK numbers and you can actually get numbers that look like real landline numbers. The question is does the Yahoo Voice number function like a real phone, if you can just enter the number onto your mobile phone and make the call to your new PC landline number then there should not be a problem with Paypal calling you on this number. Remember Paypal use an automated service, so try it. lol, just found this under there help section I think this can be used to send to Paypal.
