To ignore all Bad link's for the website is not one night job, you have to identify all the links which are passing the page rank with un-neutral linking methods. Go to your Google webmaster account, find out all latest back links from Google webmaster and do the manual analysis of all links. Although there are many parameters to identify the bad links but few of them are given bellow.
    1. Low PR website with no index pages
    2. website dose not have Index pages
    3. website selling backlinks
    4. websites acting as link firms
    5. Remove links from those websites who has "seo, cheap backlinks, free backlinks and so on " such kind of website normally haves the spam content
    6. website who's home page is not index
    7. directory links
    8. Website who has in the title "easy dofollow links"
    9. forum links with unrelated category
    10. blog comments with less related category
and so on. These are few parameters which may help you to identify the bad links.

    Hope will help
    Regards

Make it easy on yourself and use a service like linkdelete.com
They did the whole thing for me and helped me recover my penalty. Spend the extra free time adding new content and making your site better so that when your bad links are removed you can start ranking again even better.

I will say first try to contact the webmaster of that page and still if you can't then use disavow tool from the webmaster page.

There are two steps to removing a bad link. The first step is the painful one. You need to contact the site that links to you and ask them to remove the link. That is the best solution. Many times that does not work, especially if you created a bunch of low quality links using tools.

When you cannot get links removed, then you need to login to your Google Webmaster tools and upload a list of links you want disavowed. The links are not removed, they are just discounted. Actual removal of the links helps give you a cleaner record with Google than using the disavow method, so always start with requesting removal, even when it is tough.
