If bad links created on your website then you can remove those directly with ftp access. If you have backlinks from other website then you can ask to webmaster for link removal.
To clarify Satyendra's post, I believe he means using google webmaster's disavow tool. You need to first get a google webmasters account, which is free and generally very useful for all webmasters.
