    How to Register the domains that were previously registered , but are currently available ?

    Does anyone know which registrar allows such registration ?

    Any registrar will allow you to register a domain that is currently available. It doesn't matter if it used to be a site or not.

    if itis available means you can register it anywhere as the same as you register a new domain name

    You can also check tdnam for expiring domains and get them before they drop.
