    As a first time Google Adwords user, Google offers coupons through approved third party vendors like couponcabin or retailmenot. You could also just do a search on Google for "google adwords coupon".

    After you have a voucher you will have to make an new account with adwords. you will find in option the field where to place it and cash the sum.

    If you register for Google webmaster tool, then Google provide Starter coupon code.
    I have received it 2 times for 2 account of $100 each.
