Say you are a foreign company. Give them a made up tax number. They don't care. They cant check. They are businesspeople who want your money. As long as they are seen to have collected the info, it will be fine. We have several Russian domains.
You can use any naunet or webnames ressellers with private registration to avoid ID requirements - most of them offer registration proxy service. But if you wish to sell domains you have to have a photocopy of your ID being uploaded to a top registrar like Naunet, Webnames, RuCenter.
Normally any big hosting company will provide it. Insrt your desired domain name in proper form in address bar of your browser. You will find a company. and if not then google will provide you
