here are ways to reduce paypal fees:

1, tell the payer to send money as "gift".. which most of the time is free to the payer too.
2, use a personal account instead of a business account
3, increase your sales volume! you get discount on your fees if your income is like $3K a month for 3 months in a row.
4, do not use paypal - no fee

Personal account is not available for every country. As per the paypal TOS, it is only for personal use not for business use. If they found that you are using it for business use, they will limit your account.

To OP: There is no way to reduce their fees. Checkout other payment processors and compare the fees and the amount you are transferring. Also compare the fees with direct bank transfer. and choose the best one that suits well.

Personally I use paypal for small transactions and I use direct bank transfer, escrow.com for big transactions.

As I know PayPal never limit your personal account if you use for business purpose, they will only enforce you to upgrade to premier account once they found big amount transection
