How to redirect site on windows server

I want to know that how to redirect a site while it is hosting on windows server, not apache.

What kind of redirect?
Windows servers are usually a pain in the a** in that regard unless you have access to the IIS.

 

Its permanent redirection from "http://sitename.com" to "http://www.sitename.com"
