    After penguin attack I lost my keyword position, I tried from past 6 months onwards there is no use, I removed some low quality back links
    Please can any one suggest me best way to find low quality back links

    Penguin update is more on links and have you tried to analyze your link building history back then before Penguin hit your site? I think it is your link building campaign before and still doing it after Penguin hit the site so as a results there is no change. Try to avoid link building techniques because Google consider this as link schemes that violated quality guidelines.
