Well it rather depends what the problem was. For example I helped a business with their problem of being wiped off of Google by Panda/Penguin. I made good their site and improved the on site SEO and did some very careful other stuff. All I could find wrong was iFrame hacking and image hacking problems but there could be any of a number of problems you have. Crap content, bad links, nothing worth ranking as it's nothing new or different or any number of other reasons.
If you haven't done so already, Add your website to Google's Webmaster Tools. Once you have verified your site, click 'Links to your site' under the Traffic tab. Go through the links and remove any that comes from low-quality sites.
If you have Google webmaster verified, find low quality links from there or use ahrefs tool to find all backlinks. use Disavow tool to submit in google, if you did not do bad link building.
What's funny is at one point in my webmaster tools, I had this site linking to me 50000 times, but that's just because the link was on the left nav and the website just had a ton of pages to it. Then a few months after the panda update, in my webmaster tools, it no longer shows that site as linking to my site anymore, even-though it still does. Which I thought was weird have you noticed this also in any of the sites you maintain?
If the length of your site is very small, then you should create a new site with new domain, this is the perfect way to get out from the penalization and please don't repeat the same mistakes.
Just leave it and move on to a new domain. You can put the amount of effort you going to put into getting the site from Google Sandbox, into the new site and make great revenues!
First check in which reason your website is penalize by Google, If your website's is penalize by Google panda, Remove your website's low quality, thin and spammy content, If your website's is penalize by Google penguin, check keywords stuffing, clocking, duplicate content etc.

invest your time and money into a new domain. Because Google doesn't guarantee you that it will back again. So why to take chance on it again ?

But be sure that you didn't so spam activities. Check all the outbound links going out from site because if you give backlink to a site which has been penalized by google would affect your site.
