Since this was targeting spam, you need to remove any spam (keyword staffing, link schemes) you might have. In some cases, Google may have sent messages to you about spam activity in the past. Messages may even be waiting for you in Google Webmaster Central, if you’ve never verified your account.

Make sure your websites do not have so many back links coming from a single domain or containing same anchor text for linking back.

I don't think that by submitting a reinclusion to Google will get you somewhere. IYou may find some good threads describing how to recover from Penguin update or just google something. I would check duplicate content, links and if necessary, use 301 redirect. You may find some tips here or just google it.

Penguin update target over optimization and building back links in bulk so you need to remove back links coming from a single domain or having same anchor text.

I don't think removing incoming links is a good idea.
It will be marked as innatural
You have to make new unique content
After that good links - relevant is the most important think and diffrent anchors, even with more words(not only the main keywords)
It's not easy and will take time

Well, there is no guaranteed way to recover after penguin, but Google tells us that if you're doing only white seo and making your site comfortable for users, it will work out in the end. However, I do not agree, since there are still many sites doing the darkest SEO tactics and they are still on top. Can't help you here..

First of all you need to establish exactly why your site dropped.

I can't post links yet but if you google the 'Seomoz algo update' page and look at that you can use it combined with data from your analytics to try and identify exactly which update you got caught out from and report back here.

Once you know that you can make educated decisions on how to move things forward correctly.

Remove automated and bad quality back links. On the same time, try to get back links from some good PR sites. Do that naturally and never take help from automated service. After that, apply to Google for reconsideration of their decision.

Yeah, as most people have stated, if you have been negatively affected, its because Google has detected spammy-practices. You're going to need to remove any "spam" from your site (crappy content, crappy links, etc).

At this point that's all you can do, its up to the Google algorithms to rank your site.

you have to start from scratch again, remove all the content and re-write it again and do the backlinking stuff but with IP diversification ......

If you you bounced off then there's a reason. Think about what kind of SEO you've done, whether if be black hat or white hat seo tactics - be alert and aware that bad links will cripple you.

Use unique and quality content at your site. Dont use any black hat seo technique like link forming, keyword stuffing, cloaking, doorway pages ETC.
