100% sure ! Google will take it as copied content and will punish you. I'm not sure but I think you've to remove your content from old site after transfering/copying your data to new site.....:-D

Is he saying convert in word press with same domain? or he want new domain for word press site? If you keep with ur old domain then no need to worry about duplicate content but if you are doing on new site then redirect your old site on ur new one with page wise no issue ll be happens infect you ll get some boost on your new domain in SERPs.

It shouldn't be affected as long as you create the same urls. As long as you create exactly the same sitemap from the old site (only using the pages you want to of course) then there's no reason why you should be penalized.

Oh and what's more, people used to have problems with this because wordpress automatically adds the category to the url before the slug (the name of the page). That can definitely be removed now so you shouldn't have that problem. I'm not sure if it was a wordpress update or a plugin but let me know if you are having troubles and I'll find out for you.

^ It's not a plugin it's configured within the WP Settings (Permalinks). Just FYI.

And then what's the reason to have the same info on two different websites... Sometimes our clients don't know what they want :D
But if he really wants you to do it.. at least try rewriting the content (not spin it!!). Otherwise tell your client that it's really not a good idea to use the same content on both websites! ;0
