I agree with all of the tips except for #1 and #7:

    1. Don't buy (or sell) sitewide links for serps. Buy links from individual pages*.

I have had great success with sitewide links in the past. However, I think the proportion of sitewide links to regular one page links could be an issue in some cases. For instance, if Google sees that all or most of your links are sitewide, I could see why they might penalize you, but otherwise I think they are usually more helpful than bad.

    7. Don't do reciprocal linkexchange.

I did ONLY reciprocal link exchanges with one of my websites and the site outranked Wikipedia, and has some #1 and #2 spots for fairly competitive keywords. Now, obviously if your doing link exchanges with porn sites and gambling sites you can hurt your rankings because your linking to a "bad" site. However, normally link exchanges are great for improving your rankings. If you look at almost any well ranked website (with the exception of a few) you will notice that most of them have done link exchanges as well as one way links.

Reciprocal link exchange is not bad, it is just not as effective as non-reciprocal link exchange AND link buying (and both tactics are legitimate, no matter what Matt Cutts says). And what's "even Stompernet"? Haven't heard of it before  If it's automated reciprocal link exchange than you better keep away from it because it's very easy for Google to track it.

    1. Don't buy (or sell) sitewide links for serps. Buy links from individual pages*.
SEO MYTH you can get your pr busted
    2. Don't look for high PR links only - start your campaign for a new site with PR 0-1 and slowly move up each week as you see your rankings improve.
    SEO MYTH(or whatever this is)
    3. Control link placement speed. Remember of "Too many links at once" Google filter.
    Agree

    4. Control the number of outbound links on your pages and on pages where you place your links, avoid link-farms, links to gambling, pills, etc.
    Agree

    5. A link from a relevant website is excellent, but a link from a quality site of other niche or other language can also boost your ranking - so don't ignore such links.
    Who knows...

    6. Make links look natural. Use different link anchors, promote not only your main page, but your deep pages too.
    agree

    7. Don't do reciprocal linkexchange.
    MYTH

I think you are too obsessed about PR. SEO is not about PR, forget about it. PR is just some green pixels which mean nothing.
