    Right click on layer > Blending options > Stroke .

    Another method is if you just highlight the area you would like to add border to with the marquee tool. Shortcut to it is "M" > highlight the area, right click > Stroke > then just pick the color and stroke width to your likings > Press ok.

    You can also try to make another shape and put that shape beside that image which you want to make border.

    highlight the area you would like to add border to with the marquee tool. highlight the area, right click > Stroke > then just pick the color and stroke width to your likings
    Right click on layer > Blending options > Stroke .

    Ctrl Click the layer..
    shift ctrl N (new layer) {Name it Border or whatever you like}
    Alt + E + S (Edit > Stroke)

    Select the color and size. Mission Accomplished..!! ;)

    To further Change Colors of the border:

    Double click the Border layer to open styles
    Select Color Overlay or Gradient Overlay
    Choose colors and Voila..!! ;)
