    Have a look in the downloads extensions part of the Joomla! site... I've not used it but I've seen remository used quite a bit... that's the best I can offer for now :)

    Do a search for DOCman in the extensions part of Joomla.org. That is the most popular download component for Joomla.

    Try asking the experts at joomla.org. I know Joomla but I haven't placed a downloadable file in my website.
